Since it's a personal project, I suggest a INA226 breakout board. It can measure voltage and current, calibrated with excellent resolution, voltage up to 36V with a max rating of 40V (GND being the common 0V ref). I2C comms with the Pico. Or INA219 slightly cheaper boards and lower resolution with up to 26V measurement for voltage. INA226 or INA219 breakout boards from China are cheap, I have a few of both but so far I have only been using a INA219 board for Pico current measurements.
