I think we're going to need more information.

What, exactly doesn't work?

Desktop or command line OS?

Do you have

POWER_OFF_ON_HALT=1
in the EEPROM config for either Pi? If you do wake on GPIO3 will not work.

Same applies if you have

Code:

WAKE_ON_GPIO=0
Further, wake on GPIO3 is independent of the OS. I'd expect it to function even without boot media present. Subject to the above, of course.

I'm primarily a command line (and remote X server) user but from what I recall a shutdown dialog is what I'd expect in a default RPiOS Trixie Desktop. Press the button a second time to shut it down. IIRC there are several threads on here about changing that.
