I understand your difficulties... I had the same kind of trouble when installing other linux software.
Do you start the hailo application from the terminal? Can you see any error messages, as you get the connection error in the webUI?
Double check that you are using the same Linux and Debian version as shown in the Hailo manual. Sometimes, a developer will stop maintaining their source code, and it stops working in newer kernels, distributions and python versions. Does Hailo have their own forum?
The headless/GUI decision should not be a factor for success/failure.
