I had started to power the Pi from a power bank which is how I intend to use it. I didn't put two and two together and I suspect the power bank is causing load of interference.
I've gone back to a DC supply and it appears OK.

I'm still a bit confused as to the exact mechanism. The data gets to the ssh terminal fast (instantaneously by eye) when I do an up-arrow but when I do a CR it all slows down. The ssh terminal shows the result of the CR nearly instantaneously. At least I don't think it's specifically software which is good. I've been down too many rabbit holes in the past.

I need to re-charge the power bank and re-test and try a different one.
