Looking at your debounce Schmitt trigger:

• R1 ≪ R6: good — allows the switch to pull down the inverter input when pressed;
• On τ: 100 * 10µ = 0.001 s;
• Off τ: 10000 * 10µ = 0.1 s.

I suspect that your on time might be a little short, and it's passing through reed switch bounces as real signals. Maybe increase R1 to 1 KΩ? Tipping bucket gauges don't fire all that often, and should stay switched for long enough for the inverter to trigger.
