This may be related to the latest update to 18.1 OS that was dropped this week. One of the updates was a Pi Firmware update.
If this is the same issue, and you are using a Pi 5 8GB ram unit, then this might help.
Had the same issue after applying the firmware update, and the PI just flashes the green LED 9 times, in sequence.
I did fix it, but it was a bit of an issue. I had to revert the BootLoader to a firmware build dated 2024-04-20 to get it to boot again and all was well.
Specific Bootloader Image (rpi-boot-eeprom-recovery-2024-04-20-2712-sd) solved it.
