It can be tricky unless the HAT has been designed to stack, or to break out unused pins for other purposes.

There is no mention on the manufacturer's site of accessing unused pins. The HAT does not seem to make it easy to access the GPIO pins, unless the 8-pin header in the left foreground is provided for that purpose. You'd need documentation or a schematic to say if any GPIOs were routed to some convenient place.

There is some discussion here about how you could interpose something which allows you to access the GPIO pins, but you'd have to be careful to avoid any pins that are in use for the HAT itself.
