there is an overlay for GPIO fan. Make sure yoour fans allow PWM control. If not a driver circuit is needed anyhow.
Where do you get 12V from the Pi?

I know about that overlay and PWM fan. Well I do not get 12V from the Pi nor anyone else! Look at Geekworm X1009 as I mentioned above.
