Re "After upgrading the OS on my pi4" - what did you upgrade from/to?
Usually I write the OS to a spare microSD card using Raspberry Pi Imager, with its settings set to enable SSH, user, password, WiFi SSID, password etc.
No editing of any files manually. It works OK.

I run Arch Linux.

But I also run it in a Cubie2 and other pi, no issues, I upgraded both boxes the same day and the pi4 stopped working, it likely boots it just does not get network but I cannot see it on the monitor so I need the serial console.

I have it connected pretty much like you just I don't get any output from the bootloader or Linux.
