You only need about 500 ohms of variation on the resistance value. The lowest value of digitally controlled potentiomenter I could find was 1K, so you could use a 1K pot in series with a 1K5 resistor.
Some digital pots include non-volatile storage, so they retain their setting through a power down.

For an I2C interface, look at Analog Devices AD5258, which has 64-step resolution and NVM Storage (higher resolutions available at modest cost). AD8400 for an SPI interface.
The Renesas devices look as if they're intended for use on panels with '+/-' buttons - they have 'increment' and 'decrement' inputs.
