Not exactly. The level on Pico Pin 1 output will determine how the sensor will process data which it sends via TX.

That the manufacturer decided to call this digital input "RX" is unfortunate in my view because it doesn't require UART data to be sent to it. Having both TX and RX on a module or chip usually suggests a two-way serial link, but what this sensor has isn't. At least not from my reading of the documentation.
