To access a file by absolute path you need at least execute and preferably read permission on every parent directory all the back to /, in case you did not realize that.
When discussing 'execute' in relation to a directory on Linux, it might be better to refer to 'enter' instead (it has a better name on Windows: 'traverse'). A user or group must be able to 'walk' the entire path and now that a Unix users home directory usually gets 0700 permissions, that isn't possible if you want another user or group to get access to something inside a users home directory.
