Camera board • Camera flickering at low light

Hi

I'm streaming video to a webpage using a V1.3 camera through Motion. What causes the video to flicker like this when the lighting is poor or there's no light at all? If lighting is good then then there is no flickering effect.

I've tried adjust these settings, but I haven't been able to eliminate the flickering.
