You can continue running Buster, but you should consider that Buster is no longer supported and won't get security updates. That is possibly an issue and is more of an issue if your units are accessible from the internet.
They are not easily accessible from the Internet. Two are behind a double NAT. The other does not allow password log in and is constantly under attack; but never breached. (I'm not sure what anyone is after except for a large stash of webcam images.)

I guess I'll stick with Buster as I can't imagine going through the hassle and expense of creating three new boot SD cards and testing them all.

I suppose I'm spoiled by Apple's relatively painless in situ upgrading.

As sarcastic as it may have been, it is 100% right.

Assuming we could tell you a list of standard folders in your home folder to keep/copy, how would we know if any custom stuff you have setup that are not in any of those folders but are needed?

This is why it is recommended to not only document what things you do to the system so you can refer to them later in a situation like this, but to also accomplish this by writing scripts that do all the software installation and configuration changes.

This way when time comes to upgrade, you flash the is to a new card, run them scripts, make some tweaks if needed and rerun them, and be done.

We can't even tell you to keep/copy everything in your home folder. You ,at have stuff running as other users. You may have things installed and running outside your home folder.

You may have software you can't install in the new OS. Or you can install it. But only a newer version of it and it's configs are different so just copying the old configs would not make it work.

You may have stuff that will not run in Wayland (X is gone), and so many other different scenarios.

So yeah, his comment is 100% spot on.
