Those were the code protection fuses on the 8-bit range. It was implemented as separate flash cells so a chip erase could reset them.Microchip allows their chips to be completely erased including OTP (which obviously isn't truly OTP) so you can always return a chip to factory fresh state.
The OTP memory in newer Microchip parts really is OTP. A chip erase command will not affect it.
