Not going to work. Someone can just modify the UF2. Hardware hackers are amazingly inventive -- they can do much, much more than modify binary files.

SRAM-type FPGAs usually have facilities to encrypt the flash image. Cost-sensitive MCUs will have flash on-die, maybe with a metal layer or other physical methods to dissuade all but the most advanced reverse engineers. The ESP32 series is a good example of a manufacturer who has facilities for companies to protect their firmware. Espressif has parts with flash package-on-package, and it also have facilities to load encrypted firmware from external flash. All of these things have to be provided by the MCU supplier for applications where the firmware is commercially valuable.
Or just wait a few months for the next Pico chip, as discussed in a recent thread I expect they would have rectified many of these things, because if they don't then Picos won't sell like hot cakes for commercial applications.
